Dr. Ruay-Shiung Chang
National Taipei University of Business
Dr. Ruay-Shiung Chang received his B.S.E.E. degree from National Taiwan University in 1980 and his Ph.D. degree in Institute of Decision and Computer Science from National Tsing Hua University in 1988. After graduation, he had worked for Chung Shan Institute of Science and Technology, National Taiwan University of Science and Technology, National Dong Hwa University, and Taiwan Hospitality and Tourism College. Right now, he is the President of National Taipei University of Business. His research interests include Internet, wireless networks, and cloud computing. NTUB is a traditional and the oldest business university in Taiwan. Dr. Chang hopes to bring modern Information and Communication Technology into the teaching and research of NTUB. Dr. Chang is the President of Taiwan Intellectual Property Operation Association. He is also the vice-president of Digital Taiwan Roundtable association. Dr. Chang also served on the advisory council for the Public Interest Registry (www.pir.org) from 2004/5 to 2007/4. In 2009, Dr. Chang supervises more than 50 master students and 10 Ph.D. students to graduation. He also publishes actively in many international journals and conferences. For his contribution, Dr. Chang received the Outstanding Information Technology Elite Award from the Taiwan’s Information Month Committee in 2009. In 2016, Dr. Chang received US President’s Lifetime Achievement Award and Austria Albert Schweitzer Foundation’s Achievement Award. In 2017, Dr. Chang received the Exemplary Teacher’s Award from the Venerable Master Hsing Yun Public Education Trust Fund for his longtime dedication to higher education.
Keynote Speaker 2:
Prof. Dong Xiang

Dong Xiang received the BS and MS degrees in computer science from Chongqing University, in 1987 and 1990, respectively, and the PhD degree in computer engineering from the Institute of Computing Technology, Chinese Academy of Sciences, in 1993. He visited Concordia University, Montreal, Canada, as a postdoctoral researcher from 1994 to 1995 and the University of Illinois, Urbana Champaign from 1995 to 1996. He also visited Nara Institute of Science and Technology as a JSPS invitation fellow from Apr. to Sept., 2003. He was with the Institute of Microelectronics from Oct., 1996 to March 2003 as an associate professor. He is in the School of Software, Tsinghua University as a Professor. He got a National Outstanding Young Scientist Award from National Science Foundation of China in 2004. His research interests include design and test of digital systems, including design for testability, testing, test pattern generation, testability analysis, and built-in self-test, fault-tolerant computing, distributed/ parallel computing, interconnection networks, and networks-on-chip. He is a senior member of the IEEE and the China Computer Federation, and a member of the ACM.

Prof. Md. Ekramul Hamid

Md. Ekramul Hamid received the B.Sc and M.Sc degrees in Applied Physics and Electronics from University of Rajshahi, Rajshahi, Bangladesh. Then, he received Masters in Computer Science from Pune University, India and Ph.D. in Information Science and Technology from Shizuoka University, Japan, in 2000 and 2007, respectively. During 1997-2000, he was a lecturer in the Department of Computer Science and Engineering, University of Rajshahi. Dr. Hamid also worked as Assistant Professor at the King Khalid University, Abha, KSA from 2009 to 2011. He visited Shizuoka University, Japan as a visiting researcher several times in 2012, 2014, 2015 and 2017. He is a Professor of the Department of Computer Science and Engineering, University Rajshahi since 2013. He also hold the position of Chairman of the department of Computer Science and Engineering, University of Rajshahi from 2011 to 2015. Now he is the Dean of the Faculty of Engineering, University of Rajshahi since 2018. His research interests include Digital Signal Processing, Machine learning, Analysis and synthesis of speech signal, Speech Enhancement and Image Processing. He served as the Conference Secretary and the Conference Chair for IC4ME2-2017 and IC4ME2-2019, respectively. Dr. Hamid is a member of the IEEE.
Keynote Speaker 4:
Prof. Sivakumar Rajagopal

Vellore Institute of Technology (VIT), Vellore
Prof. Sivakumar received the BE in Electronics and Communication Engineering from Bharathiar University, and the ME and PhD degree in Information and Communication Engineering from the College of Engineering Guindy, Anna University, Chennai, India. His research interests include Bio Signal Processing, Medical Image Processing, wireless body sensor networks, and VLSI. He has published over 50 journal and 50 conference papers over the last several years. He has taught a wide variety of Electronics courses including Digital Image Processing, Multimedia Compression Techniques, VLSI Design, Medical Electronics, and Electronic Circuits. Dr.Siva is a life member of the Indian Society of Technical Education, a senior member of IEEE. Dr Siva has been invited to deliver Keynote Speech and Chair at various International conferences.
